On November 23, 2024, the 2024 Henan Garment Conference grandly opened in Zhengzhou Economic Development Zone. The Fifth Representative Conference of Henan Garment Industry Association was held concurrently.
More than 600 people attended the conference, including Chen Dapeng, Vice President of China National Textile and Apparel Council and President of China Apparel Association; Zeng Fanxue, Director of the Association and Chamber of Commerce of the Social Work Department of the Henan Provincial Committee of the Communist Party of China; Li Gang, President of Henan Garment Industry Association; representatives of standing committee members, vice presidents, council members, and member enterprises of the fourth council; and heads of relevant industries in the textile and garment industry chain. Zhang Xun, Executive Vice President, presided over the meeting.
Focusing on the core issue of high-quality development, the conference reviewed and summarized the extraordinary journey of the industry, looked forward to exploring future paths, and promoted the industry's more stable, sustainable, healthy, and vigorous development. It is a milestone fashion event for the Henan garment industry to make vigorous strides forward, carrying on the legacy, and will gather the tremendous strength of the industry's united efforts, unremitting struggle, and courageous advancement, leading the industry to achieve new achievements and create new glories.
The conference outlined the industry's development blueprint for the next five years, closely focusing on the two main lines of "developing, strengthening, and improving production capacity" and "high-quality development." It focuses on the industrial positioning of "technology, fashion, and green," grasps the new trends in technological and industrial development, and strives to raise Henan's garment output value and output by one rank nationwide within five years. It aims to create a trillion-yuan garment production capacity in Henan and help promote high-quality development and high-level construction of Henan's strong garment province.
Chen Dapeng, Vice President of China National Textile and Apparel Council and President of China Apparel Association, attended the conference to offer his congratulations and delivered a speech. He affirmed the work of the Henan Garment Industry Association and expressed his expectations for the development of Henan's garment industry. Chen Dapeng pointed out that in recent years, governments at all levels in Henan Province have attached great importance to and supported industrial development, injecting strong impetus into the local economy. The Henan Garment Industry Association has firmly grasped the historical opportunity of industrial transfer and has done a lot of work in guiding, promoting, and leading the industry's development, achieving remarkable results. Henan's position and role in the national garment industry landscape are becoming increasingly prominent, showing strong development momentum and playing a positive guiding role. He believes that under the leadership of the new council of the association, the Henan garment industry will surely seize opportunities, meet challenges, and achieve greater development in the new era, contributing more to the construction of a strong garment province in Henan.
Zeng Fanxue, Director of the Association and Chamber of Commerce of the Social Work Department of the Henan Provincial Committee of the Communist Party of China, attended the conference for guidance and delivered a speech. Zeng Fanxue pointed out that the Provincial Garment Industry Association is an excellent representative of the province's industry associations and chambers of commerce. It has always adhered to the leadership of the Party, based on the conditions of the province and the people's sentiments, accurately grasped opportunities, actively served poverty alleviation, rural revitalization, and county-level economic development, and made outstanding contributions to the high-quality development of the province's economy and society. He hoped that the association would take this change of leadership as an opportunity to further strengthen Party leadership, improve development capabilities, strengthen industry self-discipline, fulfill social responsibilities, dare to take on responsibilities, and make new and greater contributions to the economic and social development of Henan in the new era!
President Li Gang delivered a work report on behalf of the fourth council. President Li Gang pointed out that in the past five years, the fourth council has always adhered to the leadership of the Party, closely focusing on the central work of the provincial Party committee and government, positioning itself within the overall situation of high-quality industry development, aiming at "achieving a trillion-yuan industry," focusing on "creating high-quality production capacity," using "five major projects" as a lever, and following the guidance of "two services and two constructions." It continued to increase efforts in "four persuasions," being pragmatic and innovative, pioneering and forging ahead. The quality of services for county-level economies has significantly improved, the "clever wife" welfare project and the "hundred towns and thousands of villages" action are in full swing, the "settling down project" promotes the growth of the industry, the quality improvement project has established many Henan garment brands, the emerging market expansion project promotes the rapid development of "e-commerce" and "micro-commerce," the agglomeration effect of industry characteristic clusters is becoming increasingly prominent, the six major extreme single-product strategies have had a good start, the textile outdoor industry is full of vitality, resource system construction is improving year by year, and industry service levels are continuously improving. A series of industry-specific service activities with widespread influence have been successfully presented. The province's annual output of various garments exceeded 3.5 billion pieces, and the annual output value of textiles and garments exceeded 400 billion yuan, ranking sixth nationwide and first among the six central provinces, with overall growth exceeding the national average, leading the entire industry towards greater scale, stronger strength, better production capacity, and greater height.
President Li Gang emphasized that the fifth council should deeply understand the connotation of a package of incremental policies recently issued by the state, fully utilize the valuable opportunities brought about by policy dividends, give full play to Henan's advantages in sufficient labor, geographical location and transportation, vast markets, and the political advantages of rural revitalization, actively respond to market changes, seek new opportunities in challenges, and expand new space in tackling difficulties. They should uphold the concept of service supremacy and build a solid foundation for the high-quality development of the industry, improve team cultivation mechanisms, strengthen resource system construction, and consolidate the foundation for comprehensive industry development. They should vigorously implement the "hundred towns and thousands of villages" action for rural garment industries, increase Henan's garment production capacity, deepen county-level economic services, extend, supplement, and attract large and strong industries to improve Henan's garment production capacity, accelerate industrial planning and layout, build six major extreme single-product production bases to strengthen Henan's garment production capacity, focus on the new windfall of the textile outdoor industry, seize the new high ground of the 3 trillion yuan outdoor sports industry, strengthen innovation-driven development, enhance the momentum of high-quality development, promote digital construction, build a modern garment industry system, help enterprises apply green energy emission reduction, guide the industry's sustainable development, adhere to an open-oriented approach, strengthen external exchanges, accelerate the internationalization process of Henan's garments, adhere to a talent-driven strategy, strengthen the new engine of sustainable industry development, and seize the opportunity to forge ahead courageously, to push the Henan garment industry towards a higher starting point, a more stable pace, a stronger brand, faster digitalization, more intense innovative passion, and better development quality, and to strive to write a more splendid chapter for Henan's construction of Chinese-style modernization.
The conference reviewed and approved the work report and financial income and expenditure of the fourth council, and voted to pass the "Election Method for the Fifth Congress of Representatives of the Henan Garment Industry Association," the revised draft of the "Articles of Association of the Henan Garment Industry Association," and the "Henan Garment Industry Association Membership Fee Payment Standards."
The conference strictly and规范地followed the election procedures and elected Tang Jiwei as the chairman of the first supervisory board of the fifth council of the Henan Garment Industry Association, and Hu Yinan and Zhao Geng as supervisors; Zhang Xun was elected as the president of the fifth council of the Henan Garment Industry Association, Gao Yashuang, Zhang Yanfeng, Zhao Dong, Li Xiangli, and Li Jianbin as vice presidents, and Li Gang as secretary-general.
Newly elected President Zhang Xun delivered an inaugural speech, expressing his gratitude for the trust and support, stating that this is not only an honor but also a heavy responsibility, feeling both honored and pressured. In the future, he will continue the association's development strategy, uphold the belief of "drawing a blueprint to the end," continuously innovate work methods, and dedicate all his energy to the work, using firm belief and a pragmatic style to strive for progress and promote the healthy and sustainable development of the industry.
Amidst cheerful music, the conference presented awards to 32 specially appointed standing committee presidents, including Chen Yongbin, Liu Tao, Hou Jianchao, Zhao Zhichun, Wang Jianxun, Chu Lixun, Wang Qingfu, Li Tianning, Li Zheng, Wei Gangmin, and Miao Junya... ...36 specially appointed vice presidents, including Wang Xin, Wang Xiaojun, Wang Jihai, Wang Hui, Wang Dailiang, You Pengfei, Yin Cuimei, Liu Hewang, Liu Jianye, Liu Haitao, Rui Guo, and Wang Hechuan; and awarded bronze plaques and letters of appointment to the six specialized committees: down, model, medical and health clothing, knitted clothing, foreign trade clothing, and women's clothing.
The conference concurrently holds a series of exhibitions including textile and garment accessories, brand apparel and clothing, high-quality garment processing enterprises from within and outside the province, and textile and garment machinery and equipment, etc. Simultaneously, it convenes order matching meetings for trade and production enterprises from within and outside the province, e-commerce operation sharing and supply chain matching meetings, private domain operation and apparel brand strength enhancement sharing meetings, and the third annual meeting of Henan Garment Designers Association. This provides a platform for attendees to engage in practical cooperation, mutual benefit and win-win exchanges, sparking inspiration and forging fruitful collaborations.

1) This week's National People's Congress and the Chinese People's Political Consultative Conference (NPC & CPPCC) in China boosted market expectations for steady growth. In February, the Purchasing Managers' Index (PMI) for manufacturing stood at 50.2%, up 1.1 percentage points from the previous month, indicating a significant improvement in the manufacturing sector.
In 2024, China's dyeing industry saw rapid export growth to ASEAN and RCEP member countries, exceeding the overall export growth rate. However, this growth was accompanied by a decline in prices. From January to December, China's exports of eight major dyeing products to ASEAN totaled 7.908 billion meters, a year-on-year increase of 12.14%, 4.61 percentage points higher than the overall export growth rate, accounting for 23.58% of total exports. The average export price was US\$1.19 per meter, a year-on-year decrease of 2.75%, 0.64 percentage points lower than the overall decline. Exports to RCEP member countries totaled 8.431 billion meters, a year-on-year increase of 11.35%, 3.82 percentage points higher than the overall export growth rate. The average export price was US\$1.17 per meter, a year-on-year decrease of 2.79%, 0.60 percentage points lower than the overall decline.
