On July 20, the Fourth Session of the Fifth Council of the Henan Provincial Textile Industry Association, the Twelfth Session of the Fifth Council of the Henan Provincial Textile Engineering Society, and the Fourth Session of the Fifth Council of the Henan Provincial Textile Entrepreneurs Association were held in Zhengzhou. More than 100 people attended, including heads of key enterprises in the provincial textile, garment, home textile, chemical fiber, textile machinery, textile instruments, and cotton business sectors; relevant leaders from the Provincial Department of Industry and Information Technology; and experts and professors from fiber testing institutes, research institutions, and universities.
The meeting was chaired by Yuan Jianlong, executive president of the Henan Provincial Textile Industry Association. He stated that the main purpose of today's meeting was to discuss the change of leadership in the province's three textile associations and prepare for the upcoming formal change of leadership conference.
On May 19, a leadership team for the change of leadership was established, with Li Yangguang as the team leader, Zhang Xianshun, Zhao Gang, Song Songji, and Yuan Jianlong as members, and Li Shuqin as an advisor. After fully soliciting opinions from various parties and in accordance with the articles of association and relevant requirements, candidates for directors, executive directors, vice presidents, executive presidents, and secretaries-general were proposed. Currently, qualifications are being reviewed and consultations are underway. This is because the textile industry involves many categories and a long industrial chain.
At the meeting, Yuan Jianlong stated in his work report that the current international and domestic situations are exceptionally complex, and the high-quality development of the textile industry is facing severe challenges. According to statistics from the China National Textile and Apparel Council, the loss rate of the national cotton textile industry from January to May this year reached 26.5%, while chemical fiber clothing showed a slight increase. It can be said that the future situation is not optimistic. However, it should also be noted that the textile industry is a fully market-oriented industry, an important channel for achieving dual circulation, and the strong domestic market will not change.
There will be times when we ride the wind and waves, and directly hoist our sails to cross the vast ocean. The 20th session of the Third Plenary Session of the 19th Central Committee of the Communist Party of China proposed to basically achieve the modernization goal by 2035. As textile workers in a major textile province, we must adhere to the Party's overall leadership, uphold the right principles and innovate, closely follow the overall goal of further deepening reforms, and have the mission and responsibility to be at the forefront and shoulder major responsibilities.
Last year, the provincial government issued the "Action Plan for Cultivating and Developing the Textile and Garment Industry Chain in Henan Province (2023-2025)", which clarified the future development goals of the textile and garment industry, namely the "321" action plan: building a cotton textile industry highland, building a characteristic chemical fiber industry highland, and building a high-quality garment industry highland; making up for two shortcomings, one being the weaving shortcoming and the other being the printing and dyeing shortcoming; and seizing new areas in industrial textiles. This is the "321" action, and all industries in the province are actively promoting it.
Xinxiang Chemical Fiber and the Provincial Textile Association are alliance units of the Henan Provincial Textile and Garment Industry Chain. In the 7+28 fields of Henan Province, textiles and light industry are merged into a modern light textile industry alliance. Henan Province has seven major industrial alliances and 28 industrial chains, and each industrial alliance must achieve 1 trillion yuan. Henan Province's GDP is 6.2 trillion yuan, and it has now slipped to sixth place nationally. Therefore, the work plan formulated by Henan Province is 7+28, including 28 industrial chains. We are the textile and garment industry chain, which shows our importance. Zhang Min, a member of the Standing Committee of the Provincial Party Committee and vice governor, requires us to clarify the responsibilities of the Henan Provincial Textile Association as a supporting unit.
Currently, the association's member units account for more than 80% of the province's industrial output value. This is the cornerstone of the development of Henan's textile industry and the main battlefield and main position for Henan to accelerate the promotion of new industrialization. Our textile industry is divided into 11 major categories according to manufacturing: textiles, knitting, printing and dyeing, chemical fiber, industrial use, non-woven fabrics, textile machinery, textile instruments, clothing and apparel, home textiles, etc. The leading enterprises in these 11 major categories have joined our industry association, entrepreneurs association, and engineering society. This is the greatest driving force and precious wealth for the development of Henan's textile industry.
In the past five years, our association has always adhered to the concept of serving enterprises, the industry, and the government, and has done a lot of pragmatic and fruitful work, which has been well received by all sectors, but there are also many regrets! This is both encouragement and motivation for us.
Here, I would like to express my special thanks to President Song Songji! For 10 years, he has led our association, forging ahead despite difficulties, and providing selfless help and support.

Special thanks to our former leader Li Shuqin! His name is familiar to everyone. He formerly served as the deputy director of the Henan Provincial Textile Bureau and a ministerial-level inspector. In the early 1960s, after graduating from the East China Textile Institute, he volunteered to go to the Huixing Cotton Textile Factory in Sanmenxia, starting as a machine repair worker, then becoming a section chief, workshop director, deputy factory director, factory director, and finally the deputy director of the Provincial Textile Bureau and a ministerial-level inspector. After retirement, given his knowledge and experience in the textile profession, he was elected as the president of the Henan Provincial Textile Industry Association and the chairman of the Henan Provincial Textile Engineering Society. Now, although he has entered his old age, he is still silently dedicating his wisdom and strength to the development of the textile industry.
The meeting seriously discussed the "Work Report," "Financial Report," "Explanation of Articles of Association Amendments," draft of membership fee standards, improvement of internal management regulations; election methods; proposed list of candidates for organizational structure: president (chairman), vice president (vice chairman), secretary-general, executive directors and directors; the Henan Provincial Textile Industry Association plans to establish a technical expert committee; Li Shuqin was awarded the title of general advisor of the Henan Provincial Textile Industry Association (Society); Song Songji was awarded the title of advisor of the Henan Provincial Textile Industry Association and "Henan Textile Lifetime Entrepreneur"; in accordance with the management methods and requirements of social organizations, the members' representative meeting will be held on schedule; the representatives attending the meeting voted unanimously on the above matters.
During the meeting, the representatives also communicated and exchanged views on hot topics such as the association's work, industry situation, development trends, production and operation, and suggestions.
Song Songji, president of the Henan Provincial Textile Industry Association, has led Xuchang Yufeng Group to sustainable and healthy operation for many years and founded the world's largest museum of Phoebe nanmu. In his speech, he expressed that he would continue to support the association's work and hoped that the association would become better and better.
Shao Changjin, chairman of Xinxiang Chemical Fiber Co., Ltd., introduced the company's development situation. He said that the company owns globally advanced continuous spinning production lines for regenerated cellulose filaments and spandex production lines, with an annual production capacity of 130,000 tons of regenerated cellulose filaments, ranking first in the industry, and an annual production capacity of 210,000 tons of spandex, ranking among the top in the industry. The export volume of regenerated cellulose filaments accounts for more than 45% of the industry's total export volume. The company has successively overcome many scientific and technological difficulties in pulp making and spinning from Pennisetum purpureum, and obtained a number of national invention patents. Fabrics made from Pennisetum purpureum fiber can be comparable to natural silk. The company vigorously promotes key technologies of the digital economy such as intelligent manufacturing, industrial internet, big data, and industrial robots, realizing the automation of production processes, the business of data assets, and the data of business systems.
Zheng Junhui, chairman of Xinyang Textile Co., Ltd., said, "I am a newcomer to the textile industry, but also a newcomer to a large enterprise. We are relatively large, with 1.6 million spindles and 2,000 looms, and we have a heavy historical burden. We must be confident, make the most of our strengths and avoid our weaknesses, and strive for survival and development."
Lü Hongbin, general manager of Hengtian Heavy Industry Co., Ltd., believes that under the current circumstances, the grade of cotton textile products will become increasingly higher. Chemical fiber and cellulose fiber will be the major development areas in the future, and they will significantly encroach upon the cotton textile market. Therefore, cotton textiles need to "embrace" chemical fibers and pursue a differentiated path. Recently, we have been working on polyester and non-woven fabric projects. I can collect all your on-site data and completely manage the factory for you, including parts management, maintenance, bearings, etc. Managing these things yourself is not only very strenuous but also requires a lot of manpower and detailed management regulations. Now, with wireless networks, these things have become much simpler.
Li Yangguang, chairman of Henan Tongtai Textile Co., Ltd. and president of the Henan Textile Entrepreneurs Association, stated that the association is the "home" of the enterprises, and their fates are intertwined. Having worked for the Taikang Association for over a decade, my deepest impression is that the Taikang County government is open-minded, providing 1 million yuan in annual support to the association, unlike the provincial association. We must work together to carry on the legacy of the association, built over many years with wisdom and hard work by Director Li.
Ren Jiazhi, a renowned professor at Zhongyuan Institute of Technology, said that regarding the issues facing our industry, firstly, we need to explore how to utilize the high-quality fibers and short fibers produced in Henan within the province. Pingdingshan is striving to build a "Nylon City," with abundant nylon fibers used by textile and garment enterprises. We need to connect these new fibers, textile manufacturing, and dyeing and finishing upstream and downstream enterprises into a complete industrial chain using products as a link. Secondly, we need to consider how to upgrade and transform the cotton textile industry. Xinjiang's textile industry is developing rapidly, exceeding Henan in spindle scale and creating differentiated industrial layouts, with preferential policies unavailable in Henan. What should Henan do? Pingmian Textile Group's successful development of new flax products has achieved product differentiation and specialization. Taikang Wanliyuan's spindle speed has reached 22,000 rpm, with excellent yarn quality. High-speed and high-end production is something generally unattainable by ordinary enterprises. This offers some ideas for our transformation.
Wei Gangmin, chairman of Henan Tongzhou Cotton Industry Co., Ltd., analyzed that this year's cotton situation is generally one of oversupply. Global average cotton production is around 25 million tons. This year, I estimate it will be over 20 million tons. From an economic cycle perspective, this year could be a period of economic downturn. From an industry cycle perspective, it should be a period of production capacity reduction. Both domestically and internationally, everyone needs to be prepared for risk prevention this year.
Li Fuguang, an academician of the International Eurasian Academy of Sciences, recalled that on his first day after graduating from university, he visited a cotton field and dedicated his life to working in the cotton industry. Previously, our work focused on connecting scientific research and production enterprises. Our focus was on interacting with farmers. Therefore, scientists from our Academy of Agricultural Sciences also considered themselves part of the farming community. As director of the cotton research institute for 12 years, I served beyond the official term until the end of last year. So now I can confirm a few things I've been working on: one, as a scientist within the national cotton industry technology system, I focus on identifying and solving specific problems. Another is China's national cotton industry alliance.
Li Luoxian, chairman of Luoyang Baima Group, expressed his high regard for the work of the Henan Textile Association over the past few years. When enterprises encounter problems, the association collects feedback, promptly reports to the government, and resolves many practical issues. Today's presentations from advanced enterprises have been very enlightening.
Zhao Gang, chairman of Anyang Bimian Valley Industrial Co., Ltd., suggested strengthening connections between upstream and downstream enterprises in the industry chain for mutual benefit and win-win cooperation.
Li Shuqin, general advisor to the association and council, summarized the meeting by stating that Xuchang Yufeng, during its more than 20 years of development, has maintained sustained and healthy growth without relying on loans. Through diversification, the company established the world's largest museum of golden nanmu (Phoebe nanmu) wood, with Song Song Ji Mei earning a prestigious reputation in the industry.
Li Yangguang's Tongtai Textile shines brightly, with three consecutive visits from the provincial Party secretary for research. This is because the company performs well and operates ethically for long-term success.
Tongzhou Cotton is second to none in cotton trading nationwide. Wei Gangmin shoulders the banner of the cotton industry, demonstrating exceptional wisdom and capabilities.
Pingmian Textile Group leads the way in new product development, with two technological projects in flax spinning, one internationally leading and the other internationally advanced. Zhang Xianshun's reputation as the chairman of the society is well-deserved.
Li Shuqin also stated that the association is dedicated to service: serving enterprises, the industry, and the government; pursuing fairness, justice, and transparency; and operating without profit. The goal is to serve everyone, to handle matters effectively, efficiently, and importantly. We have more good work planned for the second half of the year. We believe that with everyone's support, the association will continue to improve and prosper.
